Starting Line: Are some Minnesotans leaving the state due to high taxes?

Earlier this session, Republican leaders held a press conference and claimed that some Minnesotans were leaving the state, in part, due to high income tax rates. Rep. Pat Garofalo (R-Farmington) says there is no debate that people are leaving, but the argument is “Why?”

This week on Starting Line we learn about Garofalo’s proposal that aims to get to the bottom of it. HF2790 would require a nonpartisan annual report on the effects of state tax policy on the migration of residents between Minnesota and other states.
