MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Ninth meeting to order at 12:45 P.M. on February 12th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hornstein called the meeting to order at 12:45pm. A quorum was present.

HF264 (Koegel, E.) Hennepin County; relating to motor vehicles; establishing “Lions Club International” special license plates; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 168.

Representative Koegel introduced the bill.

Representative Vogel testified on the bill.

Representative Koegel moved that HF264 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Petersburg moved to approve the minutes of February 7th, 2019. THE MOTION PREVAILED.


HF221 (Poppe, J.) Mower County; relating to motor vehicles; establishing Minnesota agriculture special license plates; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 168.

Representative Poppe introduced the bill.

Val Aarsvold, Executive Director of the FFA Foundation of Minnesota, testified on the bill.

Conner Holthaus, Student and FFA member, testified on the bill.

Laura Wyatt, Student and FFA member, testified on the bill.

Bailey Ruen, Student and FFA member, testified on the bill.

Representative Hornstein moved that HF221 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.


HF635 (Hansen, R.) Dakota County; relating to transportation; making appropriations for the Minnesota Licensing and Registration System (MNLARS) and certain reimbursements to deputy registrars.

Representative Hansen introduced the bill.

Cassandra O’Hearn, Deputy Commissioner of the Minnesota Department of Public Safety, testified on the bill.

Jim Hirst, Minnesota Deputy Registrars Association, testified on the bill.

Steven Huser, Metro Cities, testified on the bill.

Kristy Beaucage, General Manager, Quik-Serv Licensing Center, testified on the bill.

Kelly Davison, Owner, Prior Lake License Bureau, testified on the bill.

Representative Hornstein laid over HF635 for possible inclusion in an omnibus bill.
