MINUTES

Representative Nelson, Chair of the State Government Finance Committee, called the meeting to order at 8:02 AM, March 19, 2019 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Albright moved that the minutes from the committee meeting on March 14th, 2019 be approved. THE MOTION PREVAILED.

At 8:03 AM Vice Chair Andrew Carlson assumed the gavel.

Chair Nelson moved HF1935 be held over for possible inclusion in the Division Omnibus Bill.

HF1935 (Nelson); Modifying certain administrative law judge salaries.

Chair Nelson held HF1935 over for possible inclusion in the Division Omnibus Bill.

Chair Nelson reassumed the gavel at 8:12 AM.

Chair Nelson moved HF1607 be held over for possible inclusion in the Division Omnibus Bill.

HF1607 (Claflin); Appropriating money for a velodrome.

Chair Nelson held HF1607 over for possible inclusion in the Division Omnibus Bill.

Vice Chair Andrew Carlson assumed the gavel at 8:32 AM.

Chair Nelson moved HF1974 be rereferred to Ways and Means with a recommendation that it be placed on the General Register.

HF1974 (Nelson); Making technical changes by updating and deleting outdated budget-related language.

Representative Albright moved Amendment H1974A1.

Representative Albright moved to orally amend Amendment H1974A1, inserting “electronically” after the word “submitted” in Line 1.6 of the Amendment.

Representative Albright renewed his motion to adopt Amendment H1974A1 as amended. THE AMENDMENT WAS ADOPTED.

Representative Hertaus moved to orally amend HF1974, replacing “warrant” and “warrants” in Line 4.22 and Line 4.23 with “payment” and “payments”. THE AMENDMENT WAS NOT ADOPTED.

Chair Nelson renewed his motion that HF1974 as amended be rereferred to the Committee on Ways and Means with a recommendation that it be placed on the General Register. THE MOTION PREVAILED.

Chair Nelson moved HF1975 be rereferred to the Committee on Ways and Means, with a recommendation that it be placed on the General Register.

HF1975 (Nelson); Modifying best and final offer in state solicitation process.

Chair Nelson moved Amendment H1975A1. THE AMENDMENT WAS ADOPTED.

Chair Nelson renewed the motion that HF1975, as amended, be rereferred to the Committee on Ways and Means, with a recommendation that it be placed on the General Register. THE MOTION PREVAILED.

Chair Nelson reassumed the gavel at 9:03 AM.

Chair Nelson moved HF1428.

HF1428 (Dehn); Appropriating money to the Secretary of State for attorney fees awarded in Minnesota Voters Alliance v. Mansky.
