Representative Lesch, Chair of the Judiciary Finance and Civil Law Division Committee, called the meeting to order at 9:45am on Thursday, February 28, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Lesch began the meeting at 9:45 A.M. A quorum was present.

Representative Xiong moved the minutes from February 27, 2019 for approval. THE MOTION PREVAILED.

HF 724 (Cantrell) Parentage of woman who provides donated ova clarified, and rights of spouse to parentage when assisted reproductive technology is used clarified.

Representative Considine moved A19 amendment. THE MOTION PREVAILED.

Representative Cantrell moved an oral amendment “On page 1 of the A19-0064 amendment, line 1.4, strike “ARTIFICIAL INSEMINATION” and insert “ASSISTED REPRODUCTION”. THE ORAL ADMENDMENT WAS INCORPORATED.

Representative Cantrell moved an oral amendment “On page 1 of the A19-0064 amendment, line 1.13, delete “reproductive technology” and insert “reproduction”. THE ORAL ADMENDMENT WAS INCORPORATED.

Representative Cantrell presented HF 724 to the committee.

HF 724, as amended, was laid over for possible inclusion in the Civil Law Policy omnibus bill.

HF 4 (Lesch) Drug manufacturer or wholesale distributor prohibited from charging unconscionable prices for prescription drugs; Board of Pharmacy, commissioner of human services, and health plan companies required to notify the attorney general of certain prescription drug price increases; attorney general authorized to take action against drug manufacturers and wholesalers related to price increases; and civil penalties imposed.
Representative Lesch moved to recommend HF 4 be re-referred to the Ways and Means committee.

Representative Lesch presented HF 4 to the committee.

Representative Lesch moved HF 1197 to be laid over for possible inclusion in the Data Practices omnibus bill.

Representative Lesch presented HF 1197 to the committee.
