MINUTES

Representative Peter Fischer, Chair of the Water Division, called the meeting to order at 12:49 pm on Monday February 25, 2019 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Haley moved to adopt the minutes from the division meeting on February 18, 2019. THE MOTION PREVAILED.


HF 875 (Fischer). Clean Water Legacy Act modified, and coordinated watershed management provided for.

Chair Fischer moved House File 875 be recommended to be re-referred to the Environment Finance Division.

Chair Fischer presented the bill.

Additional testimony was given by the following:

The chair renewed his motion that House File 875 be recommended to be re-referred to the Environment Finance Division. THE MOTION PREVAILED.


HF 797 (Lippert) Roberds Lake storm debris removal funding provided, and money appropriated.

Chair Fischer moved HF 797 be recommended to be re-referred to the Environment Finance Division.

Representative Lippert presented his bill.

Chair Fischer moved the A1 author’s amendment. THE MOTION PREVAILED.

Additional Testimony was given by Julie Eckman, DNR.

The chair renewed his motion that HF 797, as amended, be recommended to be re-referred to the Environment Finance Division. THE MOTION PREVAILED.



HF 1314 (Lippert) Department of Health's source water protection program expanded to include rivers and drinking water sources for private wells, and money appropriated.

Chair Fischer moved HF 1314 be recommended to be re-referred to the Environment Finance Division.

Representative Lippert presented his bill.

HF 663 (Sandstede) Aurora, and White; Canisteo and Hill Annex mine pit improvements funding provided, and money appropriated.

Chair Fischer moved HF 663 be recommended to be re-referred to the Environment Finance Division.

Representative Sandstede presented her bill.

Representative Sandstede presented a DE amendment to the division. This was informational and the division did not act on this.
Representative Lislegard provided additional testimony.

The chair renewed his motion that HF 663 be recommended to be re-referred to the Environment Finance Division. THE MOTION PREVAILED.



HF 1141 (Sandell) Managed aquifer recharge study funding provided, report required, and money appropriated.

Chair Fischer moved HF 1141 be recommended to be re-referred to the Environment Finance Division.

Representative Sandell presented his bill.

Additional testimony was presented by Dr. Carrie Jennings, Freshwater Society.

The chair renewed his motion that HF 1141 be recommended to be re-referred to the Environment Finance Division. THE MOTION PREVAILED.



HF 1316 (Fischer) Legislative Water Commission sunset removed.

Chair Fischer moved HF 1316 be recommended to be re-referred to the Environment Finance Division.

Representative Fischer presented his bill.

Additional testimony was presented by Craig Johnson, League of Minnesota Cities.

The chair renewed his motion that HF 1316 be recommended to be re-referred to the Environment Finance Division. THE MOTION PREVAILED.
