MINUTES

Representative Paul Marquart, Chair of the Committee, called the meeting to order at 8:00 A.M. on, Tuesday, March 26, 2019, in Room 5 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Marquart officially called the meeting to order at 8:01 A.M. A quorum was present.

Representative Lislegard moved that the minutes of March 21, 2019 be adopted. THE MOTION PREVAILED.

As of Friday, March 22, 2019, the following bills are hereby referred to the Property and Local Tax Division.

HF 2612 (Loeffler) Amending the requirements for imposition and use of local sales and use taxes.

HF 2620 (Drazkowski) Establishing property tax exemption for charitable farmland.

HF 2621 (Nornes) Appropriating money for a grant to Otter Tail County for debt service on a building in Fergus Falls.

HF 2629 (Dehn) Allowing county boards to spend net proceeds from sale of tax-forfeited land for certain purposes.

HF 2645 (Lee) Reducing the percent of taxes paid by refund claimants.

HF 2646 (T Xiong) Modifying certain deadlines.

HF 2648 (Gruenhagen) Modifying requirements for bed and breakfast propertiesexpanded.

HF 2650 (Marquart) Modifying sections governing bonds, drainage lien interest, notice requirements for school and private activity bonds, transportation bonds, and municipal bankruptcy

HF 293 (Lien) Lawful gambling combined net receipts rates adjusted

Representative Lien moved HF 293 be laid over for possible inclusion in the omnibus bill.

Representative Lien renewed his motion that HF 293 be laid over for possible inclusion in the omnibus bill.

HF 1302 (Davids) Corporate franchise tax application to captive insurance companies clarified

Representative McDonald moved HF 1302 be laid over for possible inclusion in the omnibus bill.

Representative McDonald moved the H1302A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative McDonald renewed his motion that HF 1302, as amended, be laid over for possible inclusion in the omnibus bill.

HF 1486 (Davids) Federal audit adjustment reporting requirements provided, and technical changes made

Representative Erickson moved HF 1486 be laid over for possible inclusion in the omnibus bill.

Representative Erickson moved the H1486A1 amendment. THE AMENDMENT WAS ADOPTED.
