House rule 4.03 requires the House Committee on Ways and Means to publish a summary of the estimated fiscal effect on the general fund of each bill that has been referred to the Committee.

The Fiscal Analysis Department provides professional, non-partisan, and confidential services for all members of the House of Representatives, as well as providing legislative support services to the House finance and tax committees on fiscal issues. The Finance committee and its divisions, the Taxes and Ways and Means Committees, are staffed by fiscal analysts who provide assistance to the committees in making decision on state budgetary and fiscal legislation.

Department staff analyze spending requests, aid committees in developing and analyzing budgetary options, draft legislation to implement legislative budget decisions, track legislative decisions, and provide analysis for legislative oversight of enacted budgets. Fiscal analysts respond to requests from individual members needing analyses or information on state budgetary issues or government finances. The Fiscal Analysis Department researches, prepares and distributes publications providing information on state budget issues and government finance. The staff of the Fiscal Analysis Department currently consists of the chief fiscal analyst, who staffs the Finance Committee, and Ways and Means Committee; and eleven fiscal analysts, nine assigned to House finance divisions, and two assigned to the tax committee.

Currently available from this web site are two types of documents generated by the Fiscal Analysis Department: spreadsheets noting appropriation amounts for current and past legislative sessions in each subject area, and; Department publications summarizing fiscal issues important to the House. These publications include Money Matters, which offers in-depth analyses of various fiscal issues, and Issue Briefs, which summarize current fiscal topics of interest to the Legislature.

The House of Representatives has a Finance Committee with 14 divisions which oversee agency budgets, related program grants and formulas and capital projects. The Tax Committee is responsible for state tax policy, and the Ways and Means Committee oversees overall state fiscal policy and has the responsibility of reviewing all committee actions related to fiscal matters.
