Fiscal Analysis Department: General Information

State Budgeting Rules and Policy Guides

The Legislative Commission on Planning and Fiscal Policy (LCPFP) has approved three guidelines regarding state budgeting policy:

  • The Budget Rules section describes budget rules followed by the Executive Branch and the Legislature in developing and counting appropriations for both the current biennium and later fiscal years.
  • The Funds and Accounts Guide section establishes guidelines to be followed when creating new funds and accounts in the state treasury.
  • The Statutory Appropriations Guide section establishes guidelines to be followed when establishing statutory appropriations.
