Representative Michael Nelson, Chair of the Labor and Industry Finance and Policy Committee, called the meeting to order at 1:01 PM on February 16, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

Representative Mekeland moved to approve the minutes from February 14, 2023. THE MOTION PREVAILED.

HF 1161 (Wolgamott); Exclusions to the definition of public employee modified.

Representative Wolgamott moved that HF 1161 be referred to the Higher Education Finance & Policy Committee.

Representative Wolgamott moved to adopt the A1 amendment. THE MOTION PREVAILED.

Representative Wolgamott presented HF 1161, as amended.

The following testified on HF 1161, as amended:
• Jonathan Bone, Minnesota State Universities

Representative Wolgamott renewed the motion that HF 1161, as amended, be re-referred to the Higher Education Finance and Policy. THE MOTION PREVAILED.

Representative Mekeland motioned to recall the minutes from February 14, 2023.
• Correction: Add Representative Kozlowski as present.

HF 1056 (Edelson); Sexual harassment or abuse settlements as severance payment prohibited, and state income tax subtraction allowed for damages received.

Chair Nelson moved that HF 1056 be referred to the Taxes Committee.

Representative Edelson moved to adopt the A2 Amendment. THE MOTION PREVAILED.
