JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on March 2, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Scott moved that the minutes of February 28, 2023, be adopted. THE MOTION PREVAILED.

HF 2000 (Stephenson) Sports betting authorized and provided, licenses established, local restrictions prohibited, sports betting taxation provided, civil and criminal penalties provided, amateur sports grants provided, reports required, and money appropriated.

Chair Becker-Finn moved that HF 2000 be recommended to be re-referred to the Public Safety Policy and Finance Committee.

Representative Stephenson presented HF 2000.

Chair Becker-Finn renewed the motion that HF 2000 be recommended to be re-referred to the Public Safety Policy and Finance Committee. THE MOTION PREVAILED.

HF 1370 (Stephenson) Cause of action for nonconsensual dissemination of deep fake sexual images established, crime of using deep fake technology to influence an election established, and crime for nonconsensual dissemination of deep fake sexual images established.

Chair Becker-Finn moved that HF 1370 be recommended to be re-referred to the Public Safety Policy and Finance Committee.

Chair Becker-Finn moved the H1370A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 1370 as amended.
Chair Becker-Finn renewed the motion that HF 1370 as amended be recommended to be re-referred to the Public Safety Policy and Finance Committee. THE MOTION PREVAILED.

SF 667 (Keeler) Minnesota Indian Family Preservation Act changes made.

Chair Becker-Finn moved SF 667 be before the Judiciary Finance and Civil Law Committee.

Chair Becker-Finn moved that SF 667 be recommended to be placed on the General Register.

Representative Keeler presented SF 667.

HF 3 (Greenman) Voter registration provisions modified; absentee voting provisions modified; voting instructions and sample ballot required to be multilingual and interpreters required to be provided; intimidation, deceptive practices, and interference with registration and voting regulated; campaign finance provisions modified; express advocacy definition expanded; penalties provided; reports required; and money appropriated.

Chair Becker-Finn moved that HF 3 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved the H0003A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF 3 as amended.
