MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:32 A.M. on March 7, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Bierman moved that the minutes of March 1, 2023 be approved. THE MOTION PREVAILED.

HF2286 (Noor) Commissioner of human services procedures established related to transition from public health emergency, continuous medical assistance eligibility provided for children, state-funded cost-sharing reduction program established, and money appropriated.

Chair Liebling moved that HF2286 be recommended to be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H2286A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Noor presented his bill as amended.

Doug Berg, House Fiscal Staff, gave an overview of the public health emergency transition spreadsheet.

Chair Liebling renewed her motion that HF2286, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

INFORMATIONAL ONLY – HF2621 (Schomacker) Health care capital expenditure notification and reporting changed.

Minority Lead Schomacker gave an overview of his bill.

HF17 (Stephenson) THIRD ENGROSSMENT Generic or off-patent drugs; Excessive price increases prohibited, attorney general authorized to take action against price increases, sale withdrawal prohibited, prescription drug affordability board and advisory council established, prescription drug cost reviews and remedies provided, and money appropriated.

Chair Liebling moved that HF17, Third Engrossment, be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H0017A9 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented his bill as amended.

Representative Nadeau moved the H0017A10 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Nadeau moved the H0017A11 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Nadeau moved the H0017A12 Amendment. After discussion, he withdrew the amendment.

Chair Liebling laid over HF17, Third Engrossment, as amended, for possible inclusion in the Committee bill.

HF2275 (Reyer) Definition added for medical assistance room and board rate, eligible grant fund uses modified, cultural and ethnic minority infrastructure grant program created, mental health grant programs created, transition from homelessness program created, housing supports program created for adults with serious mental illness, definition of supportive housing modified, and application requirements modified.

Representative Reyer moved that HF2275 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Reyer presented her bill.

Chair Liebling laid over HF2275 for possible inclusion in the Committee bill.

HF2050 (Liebling) Vital record provisions changed for stillbirths.

Chair Liebling moved that HF2050 be recommended to be placed on the General Register.

Chair Liebling moved the H2050DE1 Amendment.

Chair Liebling moved the H2050A2 Amendment to the H2050DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Liebling moved the H2050A3 Amendment to the H2050DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Liebling renewed her motion to adopt the H2050DE1 Amendment, as amended. THE MOTION PREVAILED AND THE H2050DE1 AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Liebling presented her bill as amended.

Elisabeth Klarqvist, House Research Analyst, explained which bills were included in HF2050 as amended.

Chair Liebling renewed her motion that HF2050 as amended be recommended to be placed on the General Register. THE MOTION PREVAILED.

At 12:12 P.M. Vice Chair Bierman assumed the gavel.

HF1790 (Liebling) FIRST ENGROSSMENT Health insurance; preexisting condition limitations prohibited in Medicare supplement insurance policies, and Medicare supplement benefits governing provisions modified and added.

Chair Liebling moved that HF1790 First Engrossment be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1790A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED

Chair Liebling explained her bill as amended.

This bill will function as a vehicle in the assembly of a Minnesota Department of Health policy omnibus. The bill will be amended by adding provisions previously laid over for omnibus inclusion.

HF1790 (Liebling): Health insurance; preexisting condition limitations prohibited in Medicare supplement insurance policies, and Medicare supplement benefits governing provisions modified and added.

Bills may be added or removed at the discretion of the Chair.
