MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 8:30 A.M. on April 4, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Bierman moved that the minutes of March 15, 2023, March 16, 2023 and March 21, 2023 be approved. THE MOTION PREVAILED.

HF2323 (Pinto) Children's cabinet modified; Department of Children, Youth, and Families established; responsibilities of Department of Education, Department of Human Services, and Department of Public Safety transferred to Department of Children, Youth, and Families; reports required; rulemaking authorized; and money appropriated.

Chair Liebling moved that HF2323 be laid over for possible inclusion in a Health Finance and Policy Committee bill.

Chair Liebling moved the H2323DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Pinto presented his bill as amended.

Chair Liebling laid over HF2323 as amended for possible inclusion in a committee bill.

HF402 (Bierman) SECOND ENGROSSMENT Health care entity transaction requirements established, expiration date changed on moratorium conversion transactions, health system required to return charitable assets received from the state to the general fund, study required on regulation of transactions, report required, and money appropriated.

Vice Chair Bierman moved that HF402, Second Engrossment, be re-referred to the Committee on Ways and Means.

Vice Chair Bierman moved the H0402DE3-6 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice Chair Bierman presented his bill as amended.
